B1700 hot water tank dribbles

Our latest trip saw us storing boxes under the trailer, and when we pulled them out, they were soaked with water. Crawled around till we decided it was coming from a nipple like thing on the bottom of the hot water tank. We have never turned this on, and don't know how it fills, etc. Would it fill passively when we fill the clean water tank? Are there valves, etc that might need to be replaced. The leak actually served to remind us that there is a hot water tank there, that we hadn't botered with, but should use! We are such simple folks! Any help would be appreciated..can't call that RV tech for everything!
