Belly band weight limit / bike hauling

I want to haul two bikes using my Scamp's receiver hitch. Seems a good idea to stabilize the bike rack with some additional attachment to the Scamp. How about some aluminum struts from the belly band? These would carrry no weight, just dampen the shaking and jiggling. Is this a good or bad idea?

Sounds bad idea to me. Also I use a rack that the bike wheels set in rather than one they hang on. My racks are set up with a bolt that threads in to tighten the rack to the receiver. I got carried away and finally built my own heavy duty rack, wheels set in Thule trays and strap down and hooks go down over top tube of bike frame.

It would seem to me a bad idea to transfer any vibration to the Scamp shell, belly band or fiberglass shell. Maybe a couple of diagonal braces down to the bumper would work?

If you get a quality bike rack that uses the threaded receiver pin, there will be no sway. My swagman xp doesn't so much as twitch at 80 mph.
I wouldn't attach anything to the shell.
