can the broken pane be taken out without removing the whole frame?

Yes, there should be screws holding the pane in, along with a rubber gasket that can be removed. I broke a pane once and took it to the local glass shop. They cut a new pane for around $25 which was very easy to reinstall. Replacement rubber gaskets are at Vintage Trailer Supply.
