Boler trailer brake help

Hello again. I just pulled the axles apart and looked at the hubs and brakes on my 1977 boler. I regreased the bearings and assembled the hubs with the lock nut on. I only hand tightened the lock nut and my brakes drag a little when you spin the wheel. Is this normal, or should it free spin. I have never had it hooked up to a brake controller so i don't know if they change when they are hooked up. I didn't see any adjusters inside the brake. All i saw was a magnet, a couple of wires, and the shoes which were in good shape. The drum is a little grooved, but not bad. Anybody have a boler like mine that can help?

AFAIK, yes. Magnets (the ones I saw) are pushed against drums with springs.
