Frame Painting Schedule: Please Review and Advise

I will be painting the frame on my Scamp. Here are the steps I plan on following. Please let me know your thoughts.

1. Wet blast with pressure washer sand blaster using dry pool filter sand.
2. Spray with metal etch (phosphoric acid) and rinse after 20 minutes.
3. Blast dry with air hose.
4. Air dry.
5. Paint with POR15 while wearing tyvek suit and gloves.
6. Top coat with gloss black rattle can paint to prevent chalking of POR15.

Also, is one quart sufficient for two coats on a Scamp frame?

I'm no expert on POR15, but it is my understanding that there should be some rust on the metal. POR15 reverses the rust to make the metal part of the paint, or so I understand it.
