Trailer: 73 Boler 13 ft

The Boler 17 had different insulation, I guess it is this "popcorn" stuff I have read about in the past. In some places, it is intact, ie.with no holes, but perhaps a square ft of it is sagging off the underlayer of the shell. I was wondering how to re stick it on. I was envisioning some glue in a syringe, and injecting it between the layers. I didn't want to cut it open, just to get glue in there. Any experience of products and techniques that might work for this. Thanks.
