When the converter is charging you should have about 13.6v.
Check the 120v converter breaker and also there may be a 12v fuse on the converter.
I don't know if your
scamp is set up like mine or not BUT my converter has a regular 120v plug that plug's into the back of the 120v breaker panel.
My plug comes Unplugged. = no charging
