Pre-painting questions - propane thing

Sorry for starting two threads: I didn't manage to attach two pictures... (So don't ask me to put them upside up! I thought Apple stuff was the best for image treatment! You'd think the machine would remember which way is up!)

About that propane thing...
a. Should I replace it? (Well, what is it actually?!)
b. Do I need it if I choose to go with just one propane tank?
c. Is that plastic support standard? (Real question: Can I go ahead and paint after I remove it or do I need to prepare myself to make new holes?)
