There are a number of these products on the market. I have used them for at least 30 years and found them to be good. However if your frame is rusted bad enough to make it unsafe, coating it with a rust converter won't make it any stronger. It does what is advertised. I had a 42ft fish boat and never would think of painting any rusty steel surface without coating it with a rust converter first. It only works on rusted steel not new or where it was ground down clean.
The product I used was called Rust Not. there are others. In your case Canadian Tire or Lordco would have it.

I have had a small bottle of this for many, many years and used occasionally to salvage rusty parts. It never goes bad it seems. As he showed in the video, it needs rust to cure and bond to the surface. Called DURO EXTEND, made by Loctite Co.

when I worked in the auto re finishing trade 30 years ago we used a product called Rust Mort. It turns rust into ceramic oxide. It only converts rust

Ospho is what I used on boat parts. There must be a bunch of brands. I believe the active ingredient was phosphoric acid. Is that what is in these other rust convertors?

Phosphoric acid is in Naval Jelly Rust Remover, which does something different. Loctite does not say what is in their Duro rust conversion, unfortunately. Officially it must be a trade secret.
