Sandbag over the wheel well?

Found a sandbag under the bottom shelf in the Boler closet. I was hoping to recess the fire extinguisher there. I suppose the sandbag might have been used to balance against the weight of the kitchen cabinet, fridge, stove, and furnace. However, the water tank is on the same side as the closet, and we’re now under-mounting a Propex HS2211 furnace. We usually travel with the tank full, and the closet is our pantry and other storage - usually also full when when we travel.

Is there a reason I should NOT take out the sandbag?

The sand may have been used for traction placed on the ground for the tow vehicle, and this was the best out of the way storage area.
