A voltmeter or at least a 12 volt test
light is invaluable for testing. All you have to do is connect the clip to a known good ground, then probe each connection to verify 12 volts is present, all the way to the pump.. If you find you have 12 volts on both sides of the pump, you have a bad ground (as common a problem as bad power).
'Jumper across' just means 'bypassing' the switch
