I think it's the black plastic that fits the aluminum "track" on the outside of the window frames- it hides the rows of holdon screws from view.

I've been wondering about this myself- would you believe I just recently noticed that I'm missing a piece? Shows how much I care about the cosmetics, right?

The molding at this link looks pretty close to the diagram above, but it's the wrong color...
