The damage has been done...
The shackle was there when I bought the trailer. Do I replace it with stainless steel or take it out and patch the holes?

Oh man. I'd remove that piece of gate hardware. It will eventually rust and then make a real mess. I'd rather see a couple of patched holes than that piece of "art." YMMV

I agree with Donna get rid of it and patch the small holes, plus it really is not providing any security, all one needs is a screwdriver to break in.
You can use epoxy putty designed to repair plastic to quickly fill the holes, it lasts forever and is an off white color so it will almost match your trailer

Too funny.. put a pad lock on but leave the three screws exposed. Shouldn't take more than 15-20 seconds to take the screws out. Maybe the PO lived in Green Acres.
The lock only serves to let people know that there is something inside that has value.

You could repair this by filling the holes and then making an escutcheon plate from light stainless steel sheet metal. The stainless would mean that the repairs would not show and you could do whatever you wanted to lock up the unit.

Might be cheaper and easier to replace the latch than to pay a locksmith.

On our Burro, we had issues w the latch opening up when we were towing, along s security issues. Under the lower part of the door there is a lip. If I remember we drilled a hole and just used a padlock. If no lip, could mount something non abtrusive under bottom of door. But get rid of that ugly hasp. ( I just bought another Burro, and it has holes from a previous hasp- so I will need to do the same thing myself)

Take latch out, take to locksmith, most of the locksmith charges are for coming out to you. But that latch is specific to fit the Burro.

It looks like that hasp wasn't installed correctly to begin with. The part on the right door was mounted so the screws holding it to the door are exposed. They shouldn't be. A two or three foot "master key" (bolt cutter) will make short work of that padlock.

The JB weld bond product that Ian suggested does a good job of filling small screw holes making them hardly noticeable.

Yup on many of our trailers all they need to do is pop the hinge bolts out or on Scamps at least all they have to do is unscrew the 2 screws on the outside of the handle.

The purpose of the hasp may have nothing to do with security but a previous owners solution to a misaligned door latch. An owner finds the door won't stay closed as they travel down the highway and finds a cheap fix at the local hardware store. This forum is filled with creative solutions. Raz
