Water heater

I have a scamp 19 and my wh will not start.
I have installed a new gas control valve and still not staying on.
When you light the pilot, wait then turn on the wh it fires up and stays on for a little while then stops also the pilot goes out .
I have plenty of propane. Could the valve and regulator at the tanks be bad? This unit sat for a long while.

What voltage does your battery show? It needs to be strong enough to keep the propane valve open on the water heater.

Voltage is good I am plugged in.
I can hear the valve shut off after it runs for a minute or so.
