Adding a sliding step

It's time to retire the old broken Rubbermaid step. I'm looking at Flexco manual sliding steps at Etrailer:

They bolt up into something solid. The Burro has a 2x4 inch steel frame tube in the vicinity, but it is too narrow for the bolt locations. (4" for a 7" drop step and 12" for a 2.5" drop step) I might be able to bolt a big block of wood to the side of the frame member and screw up into that. I have my doubts about bolting up into the Burro shell. Has anyone else done this?
