does anyone know how much an empty propane tank costs?

In Canada, you could get one for ~$30. Another plan would be to get one of those tanks that you can buy full for about $60, and exchange with a full one for $30. You can still have them filled at your favorite propane dealer, and when it get close to expiring go for the $30 exchange.

With Casita's high tongue weight you may want to consider the fiberglass propane tanks to save some weight, costs more though.

Fiberglass 20# cylinder weighs 12.8#
Metal 20# cylinder weighs 18# empty
that is a 5.2# weight difference
in my opinion the added cost of the fiberglass tank is not worth the 5.2# weight savings.

In the US, some propane dealers will not refill the tanks with the plastic exchange system wrappers on them (like Rhino.) Comes off easy, though.............

Not only can it be removed, but it should be removed. It's a marketing label, and tends to hold water against the tank and encourage unseen rust. Like most products, you remove the packaging to use it.

If you have a Costco near you they sell propane tanks for around $26.00.

Costco is also by far the least expensive place to refill a propane tank in this area (Edmonton, Alberta).

The composite tanks are handy for being being able to get a better idea of how much propane you have in the tank. I want to replace my 2 twenty pound tanks with 1 thirty pound composite tank.

Why are you replacing your tanks, They shouldn't be outdated yet. If they are 20 lb tanks and empty take them to a place that does tank exchange, like a Blue Rhino or Amerigas agent. Around us some grocery stores, convenience stores, and Home Depot do tank exchange. Home Depot sells new tanks too, but not all Home Depots do the tank exchange. When you do the tank exchange it eliminates the problem of trying to get an outdated tank filled. Before I retired, A Blue Rhino dealer was one of our truck lease customers and I was able to get a few of the 11 pound tanks free because they didn't want them.

bob-im trying to figure out how to pull a 17' casita freedom delux with a rav4 6 w/tow package... aand it isnt working...so i am trying to lose weight -esp TW...and i dont use much propane so why carry it around?

Maybe one of the 11 pound tanks would work for you then, there are even some smaller than that. I think one of mine is a 9lb, and I believe there is a 5 lb refillable tank available. The problem with those tanks smaller than 20 lb is that they are quite expensive compared to the 20's. An 11 lb tank may cost around $60. If you do a google search, you may have to use the term "propane cylinder", rather than "tank" to get results. The smaller tanks may be available at Amazon.com. I understand the weight issue, we would like to move up to a Casita 17, but it would be too big for our current tow vehicle, a Honda CRV.
