What is this? And the painting interior of my 4500

Hi there!
I have two questions. I bought a Trillium 1300 last week and can't figure out what the rubber ball on the road side is. - It's in a fitting like the water inlet and drain, but the bubble doesn't lift or move. It does squish inward like a tennis ball. I'll put a photo here.
My second question is about painting the interior of our 4500. I have been reading everything that I can find on this site about painting over the gelcoat of the cabinetry but the posts seem quite old. I may be doing something wrong when I search. In some of the older posts people mention that no matter the prep, the paint will scratch or chip. Has anyone had better luck with some of the newer paint technology? My plan is to sand with 400 grit, prime and paint but don't want to do it if the finish is going to scuff.

That photo will help. What is on the inside at that location?

Yes. The photo would definitely help! The curb side bench is on the other side.

.....plugging the hole because the cover is missing. What's under the bench, water?
