Here is statement from COE. We are in wait and see.

COVID-19 Alert: Reservations are currently being accepted at our facilities; however, campgrounds may remain closed for an extended period due to the COVID-19. Reservations affected by a delayed opening will be cancelled automatically and fully refunded prior to their arrival date if the park remains closed. Please confirm that your reservation is still active and that the park is open at least within 72 hours of your arrival date.
Local managers are committed to the health and safety of recreational visitors and our staff. We are following all CDC guidelines regarding COVID-19, closely monitoring the situation and responding to current conditions. Please check back for status updates.

Interesting in that I got a reminder from recreation.gov that I have an upcoming reservation for the rally dates. We will have to see what happens.
