Well it could be certainly, or just a signal name (or variable name if programming).

I ran across the joke back in the 70s when I was tracing schematics and it actually showed an OR gate with 2B as a signal, and an inverter, both feeding an OR gate. The NOT 2B in schematics is 2B with a line over the top, that line being the NOT symbol in digital logic.

Kind of hard to translate.
