Good question...the answer lies in the system itself.
It's my understanding that one can change the settings at will, which means that I, for example, could set my preferences to "send/receive P.M.'s" just long enough to send a message, but then change them back to "will not participate" immediately thereafter.
I s'pose it's possible, though, that one with that "privacy" setting would still be allowed to
send messages to those that allow them, but not be required to receive responses.
My advice would be to ignore any P.M.'s one receives and is prevented from responding to.
