The problem may be with your browser. On one I use (an older Netscape) the "wrap in a quote" button does nothing. On another computer, with a recent browser (SeaMonkey), if I select some text in my compose screen and then click on the "wrap in a quote" button, this system inserts (quote) and (/quote) "tags" before and after the selected text. (It uses square brackets instead of parenthese, though, of course.) Example:
