We did stay in the KOA near Charlottetown for the PEI Finberglass rally, big, nice and pricey.
Before the rally we stayed in Linkletter Provincial Park near Summerside. (Summerside is their second largest city, not too big.) Linkletter is located on the water and gives a senior discount. PEI is interesting with much to see.

I should have mentioned that Linkletter is a convenient stop because it's not far from he Confederation Bridge.

Camping in PEI
I think Cavendish Beach has the most wonderful camping in PEI. We stayed there many times in our tenting days.

Unless things have changed, there are no hookups and it might be tough to find a site in peak season, but it is worth the trouble!

This is my biased opinion, but we have stayed many times at New Glasgow Highlands. http://www.newglasgowhighlands.com/ It's a small, as in maybe 20 sites, family run campground. Which is beautiful and meticulously maintained. They do not allow loud or boisterous campers, but the rules they have and enforce make for a most enjoyable stay. It's about 15 minutes from Cavendish, 30 or so from both Charlottetown and Summerside. Can't say enough about it, but if you prefer to be skeptical, that's fine. It will assure that we can get a site the next time we are up there.

I'm really late to this thread, but I just left PEI a couple of days ago and I stayed at the Cabot Beach Provincial Park, which is on the north central coast. It wasn't the most shiny of campground facilities, but it did the job. It was a five minute walk from Cabot Beach, which was nice, even in the gale of a storm we had (I don't know if the locals would call it a storm, but I do). There were only two campers in the campground (this might have been because of the weather as well as the early part of the season), so it was nice and quiet, and I would expect that they don't get the same kind of traffic that some of the more easily accessible parks get--and I liked it for that reason. I did a couple of driving loops, which worked great from that location.
I hope to go back someday when the weather is better!

A local chiming in....
As a past tent camper from PEI here's my two cents:
Red point provincial park, beautiful beach!
Brudenell provincial park, quiet, wooded, kayak and canoe rentals
Twin Shores, private campground, everything from luxury homes on wheels to unserviced tent sites on the beach...I mean on the BEAUTIFUL beach! Lots of activities for rainy days, but you are able to enjoy quiet on the beach and Thundering Cove if you want as well. Very well kept.
