That's a Casita, not a Scamp. Open wheel wells, door hinges, wall carpet, bathroom enclosure shape and floor, and front A/C vents are all consistent with a 16' Casita.

It would concern me if the title says Scamp, because that would indicate a discontinuity in the ownership record and the possibility of some funny business in its past.

Bill of sale only?? So no title/registration? It is required for hard sided RV in Wisconsin regardless of the weight. Buyer will need to jump through some hoops to make it legal in some states.
