For my money Fred Smailes has it right ^^. I'm not a certified welder, but I repaired a fair bit of my farm equipment ... and the welds had to "hold" a l-o-t more than a [static] trailer tongue. Now, cracks or a bent frame are horses of a different color.

Hammer it back.
Use a BFH and perhaps a second BFH to back up and just hammer it back into place.
This is not a space ship or a BFD.
Look for cracks etc.
If you are worried about the future and cracks, clean the area well and paint with a satin white enamel and after it has dried paint over with a gloss black.
If there are cracks or movement the black paint will break along with the steel and the white will help show the cracks while they are small.
Of course you can throw money at it. When I rebuilt my Scamp frame I used a bulldog coupling like above and I can recommend it, but you don't need a 10,000 coupling.

The jack mechanism, if the shaft is bent it will need replaced - about $120 online. The bent top plate needs to be set on an anvil and beat flat with a big 10lb hammer if no welds are cracked, it's good to go. It's unlikely there are any cracks, but an inspection with a magnifying glass is good. Any cracks need to be assessed. A Close inspection of the tubular frame for any deformation or cracking is a simple visual inspection. Wire wheel the paint off of any welds for a better view. Have a welder check the welds for damage and reweld any questionable connections.
