On the frame as close as you can to just clearing the tire. Jacking on the axle is considered a bad idea from a lot of folks on this site because of possible damage.

That's "Jacking on Torsion Axles is considered a bad idea." If one has a solid axle and springs. lifting on the axle, near or under the spring perch of course, is considered appropriate.

I wouldn't use it. What's to stop you from moving past top dead center?

As Bob mentioned, this kind of thing and lifting point may be appropriate for a spring mounted axle, but not a torsion axle. The lift point (in the picture) is right at the end of the axle and that's where the rubber resides.

Agree. Torsion axles are different. They are hollow, square tubes, not solid, round bars. My owner's manual, as well as torsion axle manufacturer's websites, state clearly that the trailer should be lifted from the frame, not the axle.

Your best bet is probably your vehicle's scissors jack on the frame near the axle, but it would probably be a good idea to test it in your driveway on a nice day rather than waiting for a rainy night on the side of the road.

I've often been suspicious of these and seeing the photo makes me even more so.

The photo shows the jack on the axle directly under the spring, but most of our trailers do not have the axle under the spring. Its usually over the spring. The photo shows a trailer with a drop axle which would lower the trailer 4 inches, so why lower the trailer this way, then raise it by mounting the axle below the spring. Other then making the jack "look good" in the advertisement, this set up is not making sense.

For the same money you can get a hydraulic jack which will be much more versatile.

Nope! Scamp recommends jacking the trailer on the frame only - close to the tire. Doing otherwise may damage your trailer.
