You don't need to weld it on comes with mounting bolts that you can do yourself.

I have always used a friction sway bar with my Scamp13.
Never needed it.
Always used better than needed tires as well.
A friction sway bar is a great improvement to a rig which is already set up right. It should only be added after it is not needed.
