probably. Check the manual. There are others here that do.

Honda Element, 2.4 liter 4 banger.. towed a 13 with mine quite nicely, but.. once again, check with Jeep.

With the proper hitch frame rated for the full capacity of the TJ (1500#s - though that's the 6cyl rating, IIRC 4cyl is 1000#s).

I've got a 97 TJ, lifted, geared at 4.88 in the axles (upgraded), lockers, 4cyl/auto, and I pull ~1500#s mark on occasion, just not very far. I haven't in a real long time, but have done it. It's not an accelerator by any means, there may be some noticeable sway in the trailer, but that'll depend on the length of the trailer, its axle relative to your shortwheelbase and the overall height of the trailer, and you may feel a little pushed in the turns so be prepared. Give yourself lots of space for vehicles around you and watch out for those that like to merge when they feel like it. I'd suggest that if you have an auto, add an auxilary trans cooler. Due to the shortwheelbase of the TJ, you do have to pay attention.

I have pulled a 13ft 1500lb scamp with a 2.5L Jeep TJ. The longest trip was 300 miles round trip. The jeep pulls it no problem, just not very fast. I have electric brakes on the trailer and would recommend them. The trailer does sway around but it is managable. You do feel it moving around back there because of the jeep short wheelbase. Just go the speed limit (slow these days) and you will have no problem.
