With the proper hitch frame rated for the full capacity of the TJ (1500#s - though that's the 6cyl rating, IIRC 4cyl is 1000#s).
I've got a 97 TJ, lifted, geared at 4.88 in the axles (upgraded), lockers, 4cyl/auto, and I pull ~1500#s mark on occasion, just not very far. I haven't in a real long time, but have done it. It's not an accelerator by any means, there may be some noticeable sway in the trailer, but that'll depend on the length of the trailer, its
axle relative to your shortwheelbase and the overall height of the trailer, and you may feel a little pushed in the turns so be prepared. Give yourself lots of space for vehicles around you and watch out for those that like to merge when they feel like it. I'd suggest that if you have an auto, add an auxilary trans cooler. Due to the shortwheelbase of the TJ, you do have to pay attention.
