So in Texas an overwhelming amount of the land is privately owned. There are very few public places in the state to hunt. Your average hunter may not be able to afford to purchase their own land to hunt on. So rural property owners will sell "leases" to hunters to allow them to hunt on their land, this usually includes letting them put up feeders, blinds, campers, etc. "Deer lease" is just the term that is used to describe these properties.
Sorry, it didn't occur to me that this may just be a Texas thing. A huge drawback to TX is our almost total lack of public/BLM land.
