Converter issue on 2010 16' Scamp power system

Hi all,

I'm new to the forum. My wife and I recently about a 2010 16' Scamp, and I'm inept when it comes to electrical stuff. The shore power didn't seem to be charging the battery, so I replaced the old PD9100 with a new 9245C. That being said, it appears that something is still wrong. The output of the converter seems fine, but the 12v system isn't powered when the shore power is plugged in and battery disconnected. I thought it might be a fuse issue because there is supposedly another fuse on the way to the battery, but I can't find it for the life of me. There's a big bundle of wires in the front, right closet, but I've dug all through them and can't find a fuse holder. Does anyone have any suggestions of what the issue could be?

I'd be in there with a voltmeter.

verify you have 120VAC inputs to the power converter.

verify you have around 13.6V at the converter DC output when its switched on.

every converter DC panel is a little different, here's the stock one from my Casita...

the 'BATT NEG' terminal at the lower right with the heavy white wires is the 'ground' for the system. the 'CONV POS' terminal center top with the blue wire is the DC output of the converter... on this converter, those two green '30A' fuses in the middle are between the converter output and the battery, if they are blown, the battery won't charge.
