I just received a 2009 Scamp 13 and I was going though the storage areas (under the driver side bed/couch) and I found this electrical device, it's not plugged in, does anybody know what this is for, and where I can plug it in?

If you also post a picture of your electrical panel it may help. The big 30 amp cord is plugged into the campground hook up and may run to the electrical panel and then the converter MAY plug into the back of that. They like to come unplugged when you pull out the 30amp cord. It may look like this in back, this is a 2017.
Thank you, it is unplugged, but do I need it to be plugged in? The previous owner said he had never plugged it in, he actually never even knew about it.
But be advised that these videos are not updated often (if ever) and may not apply to the options in your camper or any modifications. For example in the first video the converter is part of the power panel.. its all in one box. The more modern campers (and your camper also) have the converter seperate and it supplies the 12 volt DC power to the power panel which has the 12 volt fuses as well as breakers for the 120 VAC side.
Most likely there will be an AC outlet on the back of your power panel. That's where you plug in your "deck mount" converter. When your converter is plugged in AND the trailer is plugged in to shore power, your converter will provide DC power to your trailer and charge your battery at the same time.
