Interesting thing is when I disconnect the panels (switch on the pos wire), I get a reading at the controllers panel terminals of 1.7v
Can anyone explain this? It's showing no amps delivered, as it should, but where is the 1.7 volts coming from? The controller?

The voltage is coming from the house
battery. If were able to look at where the wire goes into the panel you'd find a diode.
Solar panels without diodes will run the
battery down at night. A diode in one of the lines (Kirchoff's law indicate it doesn't matter which line as long as it'f point in the right direction) will stop the two way street to and from a
solar panel.
