I agree, POR 15 is the bomb. I repainted my entire frame with it. You can put it right on top of rust. Make sure you follow the pre-prep steps. Good luck with your project!

if it's just spider crack in the gel-coat and not a structural repair use bondo. You don't say if you are going to repaint. If you are not, that is a different fix.
