Hi Joan, that stuff is butyl putty tape. And it seals the whole window not just the screw holes. It is sold in rolls as tape that is various thicknesses and widths.

Well, after 23 years it does seem appropriate to get a new spare. If you have clearance for the bigger new tires / Wheels, go for it. More ground clearance and less stress on the bearings.
