I quess what I am asking is what wheels and adapter plate would I need, to go to an 8 inch or less wheel that could bolt on the existing Scamp 13 hub assembly, and where I might find them?

Your local, friendly, junk dealer!

Or, go to the place you buy your tires. Being a customer would help your standing in obtaining any 'take off' wheels they may have. But be prepaired to pay for them in either case.
